Estimator

Description

The preferred individual will solicit and coordinate subcontractor and supplier quotations for labor, material and equipment to meet project specifications and budget requirements; assist with reviewing constructability, alternative designs and products, value engineering, and scheduling timeframes. Complete post-bid analysis on unsuccessful bids and monitor cost for awarded projects.

Duties and Responsibilities

Responsible for lump-sum, conceptual budgeting, and quantity take-off bidding in a variety of sectors such as private, and public works, government contracting, and public solicitations.

  • Review construction documents and fully understand the scope of work to bid.
  • Analyze drawings, specifications, and other documentation to prepare comprehensive cost
    estimates.
  • Communicate and coordinate with the Client and/or their representatives on all changes in scope, questions, or clarifications regarding the work during the bidding process.
  • Assist with reviewing constructability, alternates, value engineering, scheduling impact and
    quality issues.
  • Organize subcontractor and vendor quotations and communicate to ensure quotes meet
    contract requirements.
  • Develop cost estimates by specifically soliciting subcontractors and vendors according to their
    expertise.
  • Prepare and provide accurate and detailed quantity take-offs and unit prices.
  • Assemble well-organized proposals.
  • Conduct turnover meetings with the project management team during the award to outline the project
    scope and clarify any issues for the buy-out process.
  • Develop and maintain relationships with subcontractors and vendors.

Requirements

Minimum of 5 years of commercial/industrial estimating experience. Timberline on-screen take-off experience a plus. Strong written and verbal communication skills to consult with clients, architects, engineers, suppliers, and subcontractors. Candidates with a robust vendor base following are preferred.

Project Engineer

Description

As a Project Engineer at L.R. Costanzo, you will be instrumental in managing and overseeing various construction projects from inception to completion.  You will ensure that high-quality projects are delivered that exceed client expectations while adhering to industry best practices.

Responsibilities

  • Review project documentation to understand the project’s complete scope of work. Manage, analyze and review the project specifications to ensure compliance with the contract documents in order to complete the submittal process.
  • Manage the communication, collection, and dissemination of the technical aspects/information of the project; serve as a liaison between the Project Manager, Construction Manager, Subcontractors, Vendors, and other stakeholders.
  • Ensure client criteria and scope are met by all disciplines.
  • Assist in determining the scope of procurement and buy-outs and monitor progress.
  • Procure, track and follow up on all critical and long lead material and equipment items.
  • Coordinate with architects, contractors, and other stakeholders to ensure project milestones are met.
  • Manage the communication, collection and dissemination of technical information between L.R. Costanzo Co., subcontractors and reviewing agencies.
  • Implement quality control measures to ensure that all work is performed to the required standards.
  • Attend project meetings to collect and disseminate information pertaining to each project. Lead meetings in absence of the Project Manager or Construction Manager.
  • Prepare and present progress reports to project and executive management.
  • Provide Field Supervision with project assistance to ensure all necessary documentation is completed and submitted properly.

Requirements

  • Bachelor’s degree in a construction related field or associates’ degree/certification plus five years related experience.   
  • Strong knowledge of construction methods, materials, and regulations.

Site Safety and Health Officer – Commercial Construction

Location

Moosic, PA

Description

Responsible for overall management of the safety and occupational health program onsite. Has the authority to act in all safety matters for L.R. Costanzo Co., Inc. and associated subcontractors at all times to perform safety and occupational health management, surveillance, inspections, and safety enforcement. May have duties as the Contractor Quality Control System Manager when necessary.

Responsibilities

  • Prepare the Contractor’s Safety Plan and Activity Hazard Analysis for each definable feature of work.
  • Provide onsite orientation to all construction site visitors.
  • Ensure the Contractor’s accepted Accident Prevention Plan is carried out.
  • Ensure safety and health conditions are maintained/enforced at all times.
  • Conduct daily and weekly safety and health inspections, identify hazards and provide corrective action. Document and distribute meeting minutes.
  • Conduct monthly supervisory meetings, document, and distribute meeting minutes.
  • Maintain written documentation of area/operation inspected, hazards identified, recommended corrective actions, estimated and actual dates of correction.
  • Conduct incident investigations and provide required reports.
  • Work with Superintendents to develop job hazard analysis for any high hazard work to be performed.
  • Attend project meetings and ensure subcontractor compliance with safety and health requirements.
  • Implement and maintain L.R. Costanzo Co., Inc. safety programs for all employees and subcontractors.
  • Enforce accident prevention plan, hazard analysis and mitigation procedures.
  • Produce a Daily Safety Report of activities performed and attach the report to the Quality Control Report.

Requirements

  • 10 years of demonstratable SSHO experience on similar projects or a college graduate with 5 years of Construction Industry safety experience on similar projects in supervising or managing general or industry construction managing safety programs or processes or conducting hazard analyses and developing controls.
  • Maintained experience through having taken 48 hours of documented formal or on-line safety and health related coursework in the past 3 years.
  • Able to demonstrate training in areas such as personal protective equipment and clogging, hazard communication ,excavation, scaffolding, fall protection, hazardous energy, confined space, and others. 
  • Current OSHA 30-hour or greater and current first aid and CPR/AED certifications.
  • Proficient in reading and comprehension of drawings and specification for all disciplines of construction. 
  • Thorough knowledge and understanding of construction, quality, safety and inspection best practices. 
  • Demonstrated ability to lead and supervise employees, subcontractors and vendors.
  • Excellent written and verbal communication skills with all levels of internal and external.
  • Proficient in software and databases such as Microsoft Office suite of software including MS Project, Procore, QC-RMS systems, etc.

Construction Quality Control (CQC) System Manager (USACE)

Description

Provide, implement and administer the quality control/assurance program and manage quality control policies and procedures. Ensure that all work is performed in accordance with the Construction Quality Control Plan, project plans and specifications, as well as, the standards and methods provided in L.R. Costanzo Co., Inc.’s Quality Control Plan.

Responsibilities

  • Participating in pre-construction activities to promote an understanding of the Quality Control Plan, its implementation and documentation.
  • Prepare and administer the Quality Control Program for each project. Ensure compliance of all contract documents, codes, standards, specifications and practices related to the construction of the project.
  • Review and approve/reject submittals from suppliers, vendors or subcontractors for compliance with the contract documents’ quality requirements.
  • Develop a schedule of activities, inspections, and testing procedures which ensure continued attention to the production and installation of error-free work.
  • Ensure that the project is constructed, tested, inspected and documented in accordance with the project contract documents and quality standards.
  • Perform daily inspections and direct subcontractors to perform daily inspections to ensure quality compliance.
  • Prepare daily quality control reports which summarize quality operations.
  • Maintain on-site records of quality control operations, activities, tests and inspections performed including the work of subcontractors and suppliers. Communicate and document deficiencies, direct repairs or corrections to work and exercise stop work authority when necessary. 
  • Conduct or arrange specific training sessions to ensure proper construction procedures and methods.

Requirements

  • Degree in construction management, architecture or engineering and a minimum of 10 years documented relevant on-site construction experience.
  • Completion of USACE’s Construction Quality Management for Contractors a plus.
  • Current OSHA 30-hour or greater and current first aid and CPR/AED certifications.
  • Proficient in reading and comprehension of drawings and specification for all disciplines of construction.
  • Thorough knowledge and understanding of construction, quality, safety and inspection best practices.

Assistant Pre-Construction Project Manager

Description

Responsible for assisting the Director of Preconstruction and Pre-Construction Project Managers with the execution of the estimating, preconstruction, and procurement obligations of the project. This may consist of design/build, preconstruction, construction management projects, or buyouts from an estimating award.

Duties & Responsibilities

  • Attend client meetings for prospective projects as necessary. Document and distribute meeting minutes s necessary and chair meetings in the absence of the Director of Preconstruction.
  • Coordinate with Designers, Engineers, and Consultants contracted by L.R. Costanzo throughout the preconstruction process.
  • Prepare project preconstruction documentation, feasibility reports, schedules, budgets, and estimates.
  • Prepare bid packages and scopes for work including those for self-performed work.
  • Contact and generate qualified subcontractors’ and vendors’ interest in the project. Prequalify them prior to bidding or issuance of a subcontract or purchase order.
  • Attend and document contract descope meetings.
  • Present preconstruction documentation to client, in-house management, and the project’s team.

Requirements

  • Bachelor’s degree in construction or engineering plus 3 years’ experience.
  • Associate’s degree in construction or engineering field plus 5 years’ estimating and/or project management experience, or a combination there of.
  • Ability to review and interpret contract and financial documentation.
  • Computer literate – Microsoft Office 365, portable document formatting (PDF), scheduling, construction management software and databases.
  • Strong knowledge of construction materials, vendor management, and purchase procedures.

JOB DESCRIPTION:

Oversee all aspects of our accounting department including general ledger, accounts receivable, accounts payable, and payroll to ensure accurate financial reporting and compliance. This position is a key advisor to executives and senior management, providing insights that support smart, data-driven decisions across the organization.

DUTIES & RESPONSIBILITIES

  • Lead the accounting department and ensure timely, accurate financial reporting. Compile and present monthly internal financial reports.
  • Oversee accounts receivable activities and ensure timely management of all accounts receivable aging components including billings, cash receipts, etc.
  • Oversee accounts payable activities to ensure accurate cost tracking and timely payment of subcontractor and suppliers.
  • Manage all payroll functions including federal and state reports.
  • Direct job cost functions including job set-up, phase code tracking, subcontracts, purchase orders, and subcontract change orders.
  • Prepare annual financial reports for submission to outside accounting firm.
  • Collaborate with other departments for cost reporting and decision making.
  • Monitor and confirm financial condition by collecting, interpreting and reporting financial data.
  • Maintain internal controls and ensure compliance with accounting standards.

REQUIREMENTS: 

  • Bachelors degree in Accounting or Finance.
  • 10 years accounting experience.
  • 10 years supervisory experience.
