COLTS
Project
L.R. Costanzo Co., Inc. (LRC) served as the General Contractor for the construction of Lackawanna County’s (COLTS) new, $60 million, 115,000 square foot transit facility. Featuring expansive administrative and operations areas, the structure provides substantial maintenance space, along with bus and van storage facilities. In addition, there are bus and bus chasse wash areas, vehicle lifts, and a new fueling station, including an above ground tank. Currently, the team is demolishing the original COLTS building, converting it to additional outside parking and adding two, water retention ponds.
Challenges
- Dealing with unsuitable soils on the building site
- Delivering a consistent concrete finish across a large, sloped bus storage area, with multiple applications in a congested space
- Applying shake-on hardener in the large bus maintenance area
- Area needed to remain operational, utilizing just one access road
Solutions
- Installed aggregate piers to give soil-bearing capacity required for the new foundation system
- Developed a tested application procedure, coordinated pour sequencing with other trades, and used alternate placement methods—including line dragons, laser screed, and staging platforms—to deliver a durable, high-quality finish
- Increased manpower, created smaller pours, and used specialty tools and finishing techniques
- Monitored and controlled bus and other traffic while closely coordinating site deliveries

- Constructed modern indoor and outdoor break areas designed for comfort and connection
- Installed advanced technology enabling COLTS to meet all compliance requirements for compressed natural gas buses, including environment monitoring, fuel management emergency shut-off’s, and power & data integration supply
