Project
This street beautification project revolved around enhancing one and one-half blocks of a heavily traveled thoroughfare leading into one of Scranton’s busiest intersections. The team from L.R. Costanzo was called upon to erect a block-long decorative limestone, retaining wall, designed to mirror the design of one of the University’s oldest buildings: The Estate. The team also expanded the sidewalk area on each side of the street, adding two-inch thick, natural bluestone pavers outlined with granite cobble pavers.
Challenges
- Working within PennDOT’s traffic guidelines and specifications.
- Safely rerouting pedestrian and vehicular traffic in multiple, four-way, street and college campus intersections, while maintaining steady flow.
- Moving six traffic lights to new locations.
- Adding 14 new period pedestrian pole lights along the walkway, matching the lighting theme now being developed on campus.
- Functioning within a restricted work area
Solutions
- Met all of PennDOT’s specifications, being careful to comply at all times with applicable Federal, State, and local laws and regulations, provisions, and policies governing safety of the public traveling through the work zone, and health.
- Enforced strict safety regulations so pedestrians remained unharmed throughout the duration of the project; uniformly upheld security regulations with the use of construction fencing, signage, barricades, and caution tape.
- Followed detailed schedule in order to keep existing traffic lights in operation, while preparing for new lights to be installed. Once the installation was complete, made a seamless transition to new traffic lights.
- Coordinated closely with PPL Electric Utilities in order to energize the new pedestrian light fixtures.
- Followed PennDOT’s detailed confined space mitigation and safety procedures.
Construction Details
L.R. Costanzo experts also:
- Created an underground storm water irrigation system.
- Self-performed granite curb installation and concrete work.
- Added six new street lights.
- Oversaw the planting of 30 trees, 425 grasses, and over 4000 perennials and bulbs.
- Installed new benches, trash and recycling receptacles along the streetscape.
